Given the general lack of response with respect to MISRA C++ guidelines, is it fair to say MISRA C++ has been effectively "abandoned" by the committee?

No, but the group has been inactive for a while. All work is voluntary, and it proved difficult to get a group together during the recent economic down-turn.

The group has just been reformed and recently had a very productive meeting, one of the first outcomes of which will be answers to all the questions posted on this forum.

I have the feeling that nothing has changed in that regard and MISRA C++ is an unwanted child.
All the focus/energy is on MISRA C.

I can assure you that the MISRA C++ group is actively working towards updating MISRA C++:2008 and to introducing support for the current version of the language.
