2 Where is "Open C"
3 What do the authors of "open c" say on the matter?

4 AFAIK MISRA does not do any conformance or complience certification and has not licenced anyone else to do so. So you will have to investigatge any claims of "conformance" or "compliance" yourself to ensure that they meet your needs.
