i am defining a fucntion and getting error just starting braces "Function declared at block scope"
'and Inserted ';' token in an attempt to continue parsing.
I have checked expalnation but didnt get proper resembles with my problem.

There is not enough information in your posting to relate this to a MISRA C rule, or to the MISRA C exemplar suite.
If you can provide more information, the MISRA C WG may be able to investigate further.
