Kindly explain why the following code is non-compliant?

int32_t ABC = 0; /* Non-compliant */

[misra-c]

int32_t ABC = 0; ( and int32_t ABC; ) are non compliant with respect to the following declaration in file R_05_01_1.c.
extern int32_t abc;
