I asked ISO and their reply is below. (In theory you can get it from BSI inthe UK but there is more chance of hell freezing over due the the way they work)

At work we got a copy from http://www.bsi-global.com. Search for BS EN 29899:1993 on the web site.
Two drawbacks though, it is not a searchable pdf and it costs £216.
